Al-Imām al-Bukhārī narrates: ‘Abdullāh ibn Yūsuf narrated to us; he said: al-Layth narrated to me; he said: Sa’īd narrated to me from Abū Shurayḥ, that he said to

‘Amr ibn Sa’īd at the time when he was sending an army toward Makkah: “O Amīr! I will narrate to you a ḥadīth which the Messenger of Allāh ﷺ proclaimed while standing on the day of the Conquest of Makkah. My two ears heard it, my heart preserved it, and my two eyes saw him when he spoke it. He praised and glorified Allāh, then said: ‘Indeed, Allāh has made Makkah a sanctuary; people did not make it a sanctuary. Therefore, whoever believes in Allāh and the Last Day is not permitted to shed blood in Makkah, nor to cut its trees. If anyone argues for fighting in it by citing the permission given to the Messenger of Allah ﷺ, then say to him: Allah permitted His Messenger, but He did not permit you. I was only permitted in it for one hour of a single day; today its sanctity has returned just as it was yesterday. So let the one who is present convey this to the one who is absent.’”

Then Abū Shurayḥ was asked: “What did ʿAmr ibn Saʿīd say in response to this?” He replied: “O Abū Shurayḥ! I know this matter better than you. Indeed, Makkah does not grant refuge to a disobedient person, nor to one who flees after committing murder, nor to one who flees after committing theft.”
